Opatija 21 d.o.o. is a development company specialized for real estate and parking lots management, established in 2008 and owned by the Town of Opatija.
Since its founding, the company has been involved in development of projects related to public parking areas, parking lots and garages and the construction of capital facilities owned by the Town of Opatija, such as the Sports Hall "Marino Cvetković".
As of March 2018, Opatija 21 d.o.o. has taken over the management of all public parking lots and public garages in the Town of Opatija, including parking lots for tourist buses. The company has already arranged a few new smaller parking areas for local residents, and is now preparing for the construction of a new public garage Gorovo in the center of Opatija and public garage project Črnikovica in Volosko. Immediately after taking over the management of public parking lots and garages, new, simpler conditions for using parking services were created, and new, modern payment and control systems were introduced (credit card payments, Bmove.com app, parking coupons, privileged parking for residents, ScanScooter control system). .

Igor Štok
Igor Štok assumed his duties at Opatija 21 d.o.o. on August 1st, 2017, in accordance with the decision of the Mayor of Opatija. For years he has worked in the parking management sector of the City Utility Company for the City of Rijeka and was among the first employees of "Rijeka Promet" when they took over the parking lots in Rijeka (1999-2004). Just before assuming his new responsibilities at Opatija 21, he was employed as the head of GIS, WEB and ADP sector by the City of Rijeka’s waste management company "Čistoća".
Mladen Sinožić
Mladen Sinožić was appointed as a member of the company's Management Board on January 1, 2024, but he performed the duties of director independently earlier in the period from 2009 to 2017. In the period from 2021 until his appointment as a member of the Management Board, he held the position of Chairman of the Supervisory Board of Opatija 21 d.o.o.

Fernando Kirigin, the town mayor of Opatija acts as the Assembly of Opatija 21 d.o.o.
Fernando Kirigin was born 1971 and raised in Opatija. Prior to entering politics, he gained significant business experience, and after an internship at Transadrija and Jadroagent - Rijeka started his own business projects, among which the international trading company stands out. Since 2018, he has been the director of the Port Authority of Opatija - Lovran - Mošćenička Draga, and in that time he launched a number of projects that enabled the development of the port area in places on the coast of the Opatija Riviera. After graduating from the Faculty of Management in Tourism and Hospitality, he was educated in Rijeka, Zagreb, and in Great Britain and Germany, and is currently a doctoral student in the study of Management of Sustainable Development at FMTU.
From an early age he was also involved in sports, for many years he was actively involved in competitive windsurfing, and recreationally in various sports, from skiing to running. In two terms he was the president of the Sports Association of the city of Opatija, and now he is the vice president of the Executive Board of the Sports Association of the Primorje-Gorski Kotar County. As a successful sports worker, he was elected in 2020 to the Supervisory Board of the Croatian Olympic Committee.
He became a member of the SDP in 2007, when he became actively involved in politics, and since 2017 he has been the president of the Opatija branch of the party, but he has also held the position of political secretary of the Opatija SDP, a member of the county SDP committee council, town councilor and for six years president of the Councilors' Club in the Opatija Town Council, deputy mayor and president of the Opatija Town Council.
Supervisory Board of Opatija 21 d.o.o.
By the decision of the Company’s General Assembly, the then Chairman of the Supervisory Board, Mladen Sinožić, was appointed as a member of the Management Board and assumed office on 1. 01. 2024. At the 16th session of the Supervisory Board held on 18. 12. 2023., Mladen Sinožić’s resignation from the position of Chairman of the Supervisory Board was accepted, and Damir Lovreković was elected as the new Chairman of the Supervisory Board (the decision came into effect on 19 December 2023). By the decision of the Company’s General Assembly on 6 September 2024, and based on the elections for the employee representative in the Supervisory Board held on 24 July 2024, Renato Brnja was appointed as the employee representative in the Supervisory Board of the company OPATIJA 21 d.o.o.
