Parking fees and payment
The user of public parking lots in the area of the City of Opatija may pay a parking fee of their choice, in accordance with the General Terms and Conditions, by purchasing:
- hourly or daily parking fee/ticket:

at the parking’s pay station – cash or credit card payment (available at most parking lots) - Check the Parking prices

by SMS (m-Parking), via the Bmove.com app ((works with any mobile provider, domestic or foreign, Instructions for use) - check the SMS numbers and parking zones in the Parking prices or use the interactive map with marked public parking areas and billing zones. There are also other mobie apps, like Opatija.City or others intended for mobile parking payments.

You can pay for the parking at the parking meter with coins, banknotes or credit cards (depending on the type of parking meter), by sending an SMS to the number for the appropriate zone (only for Croatian mobile providers), via the Bmove.com app or by purchasing a Prepaid parking coupon. Check the prices and conditions of purchase for certain types of tickets in the Parking Price List.
If you pay for parking by SMS or similar mobile service (only with Croatian mobile providers) and do not receive a return message that the parking is paid, it means that the m-parking system did not receive your message, so the payment is not recorded - it is considered that parking is not paid.
Complaints (in accordance with Article 10 of the Consumer Protection Act NN 41/14, 110/15), users can submit only in writing, in person or by mail to the company, Opatija 21 d.o.o, Stubište Lipovica 3, 51410 Opatija, or by email to . All complaints will be answered in writing within the legal deadline of 15 days.
Instructions on how to pay via m-parking (via SMS or similar service) are clearly displayed on each parking meter, as well as on info-boards in individual parking zones - the user should take care to enter the correct vehicle registration, and it is clearly displayed the number to which the payment message needs to be sent.

Upon receipt of the response to the complaint, or after the expiration of the legal deadline for response in the event that you have not received a response from OPATIJA 21 d.o.o., users of the public parking service in regulated public areas and in public garages of the City of Opatija may, in accordance with the Law, submit a DISPUTE to the Consumer Complaints Commission of OPATIJA 21 d.o.o. - in person, by mail or email to the address .
Daily parking ticket
If the parking inspector or "Scanacar" system notices a parked vehicle without a valid parking ticket in a designated parking space (the vehicle does not have a prominent parking meter bill, no SMS payment is registered or an according parking permit), the inspector will issue a Daily Parking Ticket (DPK).
The parking inspector is not authorized to cancel the already issued Daily Parking Ticket, regardless of the request or the observed error, it can only be made by sending in a dispute/complaint. Complaints (in accordance with Article 10 of the Consumer Protection Act NN 19/22), users can submit only in writing, in person or by mail to the company, Opatija 21 d.o.o, Stubište Lipovica 3, 51410 Opatija, or by email to . Please provide the accurate address and appropriate contact information to which the response will be sent. All complaints will be answered in writing within the legal deadline of 15 days.
Upon receipt of the response to the complaint, or after the expiration of the legal deadline for response in the event that you have not received a response from OPATIJA 21 d.o.o., users of the public parking service in regulated public areas and in public garages of the City of Opatija may, in accordance with the Law, submit a DISPUTE to the Consumer Complaints Commission of OPATIJA 21 d.o.o. - in person, by mail or email to the address .s.
The issued Daily Parking Ticket can't be paid in cash at the paydesk - it can be paid EXCLUSIVELY TO THE TRANSACTION ACCOUNT at the post office, bank, etc., via internet banking, and it is probably easiest to pay via the Bmove.com app:
- payment without commission,
- no need to visit the cash desk at Opatija 21 d.o.o.,
- payment can be made by anyone, regardless of the mobile operator - in Croatia or abroad -Instructions for use
The Daily Parking Ticket (DPK) is valid from the moment of issuance until the same time on the first following day in which the parking service is charged, i.e. 24 hours. This applies equally to purchased Daily Parking Tickets (via the Bmove.com app or at the cash desk of Opatija 21 d.o.o.), as well as to issued Daily Parking Tickets (when the vehicle was found without a valid parking permit).
In the specified period in which the daily parking ticket is valid, it is not possible to pay for parking by sending an SMS message for the same vehicle registration number.
Daily parking ticket for a certain desired date can be purchased via the Bmove.com app or at the cash desk of Opatija 21 d.o.o., Stubište Lipovica 3, 51410 Opatija, or by email to . Check the prices and conditions of purchase for certain types of tickets in the Parking Price List.
Complaints and disputes
Complaints (in accordance with Article 10 of the Consumer Protection Act, Official Gazette 19/22), can be submitted ONLY IN WRITING, by post (Opatija 21 d.o.o., Stubište Lipovica 3, 51410 OPATIJA, Croatia) or by email to . All complaints will be answered in writing within the legal deadline of 15 days. Please consider to state your address and the appropriate contact information to receive the reply.
Upon the receipt of a response to the complaint, or, eventually, after the expiration of the legal deadline in the event that you have not received a response from OPATIJA 21 d.o.o. by then, users of public parking services on organized public areas and in public garages of the City of Opatija may, in accordance with the Law, submit a DISPUTE to the Commission for Consumer Complaints OPATIJE 21 d.o.o. - in person, by post or email to the address
All complaints/disputes are addressed to the users in writing within the legal term of 15 days.
In all public parking lots and garages in the Town of Opatija, the General conditions for public parking and garages apply. The Consumer Protection Act (Art. 10, Narodne novine 19/22) refers to the manner of submitting complaints and disputes. Prepaid parking coupons
A prepaid parking coupon (PPB) is a combination of service and prepaid amount that can be used in all parking zones (similar to mobile phone prepaid coupons). When purchasing, the PPB is linked to the vehicle registration number and is valid only for that vehicle.
If the parking inspector or "Scanacar" system notices a parked vehicle without a valid parking permit, and the vehicle also has an active Prepaid Parking Coupon (PPB) with sufficient funds for an hourly parking fee, instead of issuing a Daily Parking Ticket, the inspector or "Scanacar" system will IMMEDIATELY activate the Prepaid coupon fo a hourly parking fee, according to the zone in which the vehicle was found. The user will receive an email about the coupon activation (to a previously registered email address). If the vehicle remains parked after this hourly fee expires, the inspector or "Scanacar" system will extend the parking fee in the same way with a new hourly fee, as long as the user has sufficient funds on the Prepaid Parking Coupon account.

The user can always check his prepaid account balance online, at the prepaid coupons user service (The easiest way is to save the link to the voucher status check page on your mobile phone/computer as a favorite/bookmark)
Of course, it is necessary to have an account and the appropriate PIN (verification code) that is obtained at the time of purchase.
Privileged parking permits
Privileged parking permit (PPK) 1000 hours can be used only by the citizens of Opatija who activate the permit at the cash desk of Opatija 21 (Sports Hall "Marino Cvetković", Opatija, Stubište Lipovica 3, 1st floor). The permit costs 10,00 HRK per month, or 120,00 HRK per year, and allows users 120 minutes of parking per day (once) in all open public parking lots, in all parking zones, with the possibility of moving the vehicle within the specified 120 minutes to another parking spot or another zone. In addition, users have free parking on all weekends and holidays in November, December, January and February. PPK 1000 hours CANNOT be used in fenced parking lots (Gorovo and Vrh Ike) or in the public garage of the Sports Hall. After 120 minutes, there is no additional waiting time and the user is required to have an appropriate, valid parking ticket.
The right to use the PPK 1000 hours belongs exclusively to the residents of Opatija, provided that they present their identity card (proving their residence in the Town of Opatija) and a traffic license (i.e. the relevant contract proving ownership of the vehicle).
