Prepaid parking coupon (PPB) - prices and instructions
The Prepaid Parking Coupon (PPB) is a specific prepaid hourly ticket service that can be used in all parking zones in the open street public car parks of the City of Opatija. Upon purchase, the PPB is linked to the vehicle's licence plate and is valid only for that vehicle. Coupons can be purchased in values of €10.00, €20.00 and €50.00. Since 1 January 2021, the validity of the Prepaid Parking Coupon (PPB) is unlimited, meaning the coupon remains valid until the balance on the account is fully used..
As of 1 October 2026, in addition to purchasing at the Opatija 21 d.o.o. cash desk, users of the prepaid parking coupon (PPB) for public street car parks in Opatija can also top up their coupons via a bank transfer (via online/mobile banking or by making a payment at a bank, Fina, or post office).
IMPORTANT: Whether you are an existing or a new user, in order to use the bank transfer top-up option, you must first submit a completed new "Declaration of consent for the use of a prepaid parking coupon" (in Croatian), either in person or by email, and tick the box indicating that you wish to use the option for future PPB top-ups via bank transfer.
Since the parking coupon is linked to the vehicle's licence plate, the user is responsible for entering the correct data to ensure the payment is properly linked to their vehicle, using the following payment details:

The minimum top-up via bank transfer is €30.00 (the user bears the bank fees), and the top-up is only activated after Opatija 21 confirms receipt of the payment to the email address you specified in the Statement form.
Information on using the PPB:
- Automatic activation: If a vehicle is found without a purchased parking ticket and the PPB has sufficient funds, an hourly ticket is automatically purchased according to the price of the zone where the vehicle was found.
- Automatic renewal: If the vehicle remains parked after the active hourly ticket expires, a new hourly ticket is automatically purchased as long as there are sufficient funds on the PPB.
- No 10-minute grace period: The hourly ticket is activated immediately upon detection of the vehicle.
- Balance tracking: The user is responsible for monitoring the available balance on the PPB. Email notifications, if an email address is provided, are for informational purposes only. The PPB balance can be checked at the Opatija 21 d.o.o. cash desk or via the web service for coupon users (http://oa.rao.hr:8053/#/opatija/ppb-parking).
- New PPB: Upon purchasing a new PPB (by making an additional payment), the remaining balance from the previous coupon is transferred to the new coupon.

The PIN code is used primarily for protection of user information and security.

Terms and Conditions of Prepaid parking coupon usage
Prepaid parking coupon (PPB) is a combination of service and prepaid hourly parking fee that can be used in all parking zones in Opatija. When purchasing a PPB, its validity is linked to the vehicle registration number. One PPB is only valid for one vehicle.
If the parking inspector or "Scanacar" system notices a parked vehicle without a valid parking ticket, and the vehicle also has an active PPB with a sufficient amount for an hourly parking fee, instead of issuing a daily parking ticket, the inspector or "Scanacar" system will IMMEDIATELY activate the prepaid hourly parking fee, according to the zone in which the vehicle was found. The user will receive an e-mail about activating the hourly parking fee (to a previously registered e-mail contact address). If the vehicle remains parked after the prepaid hourly fee expires, the inspector or "Scanacar" system will extend the parking fee in the same way with a new hourly ticket as long as the user has a sufficient amount on the prepaid parking coupon.
When the prepaid account balance for the PPB (Amount of money stored at your account) falls below the price of the cheapest hourly fee for the parking zone, the user will receive an e-mail notification that the PPB has been spent. By purchasing a new PPB, the remaining amount of the previous prepaid coupon will be transferred to the new coupon. If the user pays the hourly parking fee by SMS or regular Bmove.com parking service, the parking time will extend the duration of the active hourly parking fee purchased via PPB.

The validity period of the prepaid parking coupon is unlimited (from January 1st, 2021) - the coupon is valid until the complete prepaid account balance is used up.
According to the General Data Protection Regulation (GDPR), by accepting the terms and conditions of use you agree to the terms of use of the PPB. These include activating the hourly parking ticket without time tolerance (immediately upon observation of the vehicle). You also accept the use of your contact information for the purpose of sending notifications related to the activation and use of PPB.
* Subscription parking vouchers purchased before 1 January 2021 still have the applicable time limit; however, with a top-up made after 1 January 2021, they also become unlimited, meaning they will no longer have an expiry date, and the account balance will be increased by the top-up amount.
* The remaining unused balance of vouchers purchased with the “summer discount”, although valid until 30 September 2018, can be fully used without residents needing to visit the cashier. Unused balances on parking vouchers purchased before 15 June 2018 (at full price, without the “summer discount”) remain valid under the conditions they were purchased, i.e., unlimited – until fully used.
